EU agriculture ministers discussed the future design of the Common Agricultural Policy (CAP), including the Common Market Organisation (CMO), for the period after 2027, seeking the right balance between a coherent EU framework, greater flexibility for member states and the preservation of common agricultural objectives.
Ministers broadly welcomed the presidency's proposals but called for increased subsidiarity and flexibility to allow member states to tailor CAP measures to their national needs. They also stressed the need to simplify the rules in order to reduce the administrative burden on both farmers and public authorities.
Among the main requests were greater flexibility in targeted income support and more adaptable environmental and sectoral measures, while maintaining common EU standards across the bloc.
The discussion took place against a backdrop of major challenges facing European agriculture, including market volatility, climate-related risks, pressure on farm incomes, geopolitical uncertainty and the need to strengthen food security and competitiveness. Ministers also agreed that the future CAP should continue to promote innovation, contribute to environmental and climate objectives, and support generational renewal in agriculture.
